<p>The article applies historical-legal and formal-legal methods to examine the evolution of upbringing and education of juvenile convicts in Russia from the mid‑nineteenth century to the present. It identifies four models of public policy: the pre‑institutional custodial-punitive model; the shelter-based pedagogical model legally shaped by the acts of 1866 and 1909; the Soviet collective-labour model; and the contemporary rights-based model of educational resocialization. The development was not linear: periods prioritizing pedagogical measures were repeatedly replaced by stronger security and production functions. The stable elements of the Russian tradition include separation of juveniles from adults, a combination of general and vocational education, individualized treatment, family and civil-society participation, and preparation for independent life. The article argues that education should be treated not as an auxiliary element of prison discipline but as a system-forming component of juvenile sentence enforcement. It proposes statutory recognition of educational continuity, an individual learning pathway, secure digital access to educational resources, inter-agency transfer of an educational portfolio, and continued learning support after release. Criteria are formulated for distinguishing genuine educational work from disciplinary practices merely labelled as upbringing.</p>
<kwd-group xml:lang="en"><kwd>juvenile convicts</kwd><kwd>juvenile correctional facilities</kwd><kwd>education</kwd><kwd>upbringing</kwd><kwd>correctional shelters</kwd><kwd>penitentiary pedagogy</kwd><kwd>resocialization</kwd><kwd>penal enforcement law</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>несовершеннолетние осужденные</kwd><kwd>воспитательные колонии</kwd><kwd>образование</kwd><kwd>воспитание</kwd><kwd>исправительные приюты</kwd><kwd>пенитенциарная педагогика</kwd><kwd>ресоциализация</kwd><kwd>уголовно-исполнительное право</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">[1] Конституция Российской Федерации: принята всенародным голосованием 12 декабря 1993 г.
