<p>The study examines the professional legal conduct of penitentiary staff in ensuring equality for adult convicts with disabilities serving prison sentences. It addresses the tension between uniform prison rules and the need to account for barriers to legally significant information and participation in procedures. The purpose is to identify the conditions under which individualized staff action ensures equality while preserving the lawful purpose of a requirement. The study uses doctrinal legal analysis, systematic interpretation of legal provisions, comparison of scholarly approaches, and hypothetical legal scenarios. Two scenarios test the argument and are not presented as actual court cases. The analysis distinguishes legally recognized disability status, a person's health condition, and their actual need for assistance with a specific action. It argues that a special safeguard based on a characteristic expressly identified by law must be applied before the need for individual accommodation is assessed. Before imposing a disciplinary sanction, the decision-maker must establish whether the requirement and the means of compliance were accessible to the convict; non‑compliance alone does not establish a culpable breach. Four criteria of lawful individualization are proposed: consistency with the safeguard's scope and legal basis, a connection between the measure and a specific barrier, adequacy of the means provided for participation, and preservation of the convict's autonomy together with the reviewability of the decision. These criteria assess a particular decision and do not constitute an empirical scale of legal culture. Professional legal culture is expressed in aligning the applicable rule with established circumstances and staff authority, while organizational arrangements and material resources remain necessary for accessibility. Recommendations address the documentation of assistance and staff training, distinguishing existing duties from proposed methods of implementation.</p>
<kwd-group xml:lang="en"><kwd>professional legal culture</kwd><kwd>penal system</kwd><kwd>convicts with disabilities</kwd><kwd>equality before the law</kwd><kwd>non‑discrimination</kwd><kwd>information accessibility</kwd><kwd>reasonable accommodation</kwd><kwd>individualization</kwd><kwd>disciplinary liability</kwd><kwd>human dignity</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>профессиональная правовая культура</kwd><kwd>уголовно-исполнительная система</kwd><kwd>осуждённые с инвалидностью</kwd><kwd>равенство перед законом</kwd><kwd>недискриминация</kwd><kwd>доступность информации</kwd><kwd>разумное приспособление</kwd><kwd>индивидуализация</kwd><kwd>дисциплинарная ответственность</kwd><kwd>достоинство личности</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">[1] Адоевская, О. А. 2021.
