<p>The paper examines the gap between statutory demands for regulatory learning actions and the actual design of the digital educational environment in general school. An approach has been taken to identify the problem of legal support for achieving metasubject results when using digital educational technologies. Empirical publications of 2022–2026 show that conscious self-regulation of learning is related to project performance (r = 0.23; N = 187), students’ subjective well-being (N = 718) and digital literacy (r = 0.37), while digital support mainly boosts the performance phase rather than goal setting (g = 0.57 vs g = 0.40). The outline of didactic requirements is substantiated, under which the environment does not relieve the learner of regulatory decisions. The possibilities of adapting the proposed didactic requirements to the professional training of employees of the Federal Penitentiary Service of Russia and to the examination of digital educational materials in departmental educational organizations are outlined.</p>
<kwd-group xml:lang="en"><kwd>conscious self-regulation</kwd><kwd>digital educational environment</kwd><kwd>learning theory</kwd><kwd>didactic conditions</kwd><kwd>formative assessment</kwd><kwd>digital literacy</kwd><kwd>general education</kwd><kwd>FSIN of Russia</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>осознанная саморегуляция</kwd><kwd>цифровая образовательная среда</kwd><kwd>теория обучения</kwd><kwd>дидактические условия</kwd><kwd>формирующее оценивание</kwd><kwd>цифровая грамотность</kwd><kwd>общее образование</kwd><kwd>ФСИН России</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">[1] Вайндорф-Сысоева, М. Е. – 2023. – № 490. – С. 160–168.</mixed-citation></ref><ref id="ref2"><mixed-citation publication-type="other" xml:lang="ru">[2] Литвин, Д. В. – 2023. – № 1. – С. 41–55.</mixed-citation></ref><ref id="ref3"><mixed-citation publication-type="other" xml:lang="ru">[3] Моросанова, В. И. – 2022. – Т. 15, № 3. – С. 57–82.</mixed-citation></ref><ref id="ref4"><mixed-citation publication-type="other" xml:lang="ru">[4] Моросанова, В. И. – 2023. – Т. 28, № 3. – С. 47–61.</mixed-citation></ref><ref id="ref5"><mixed-citation publication-type="other" xml:lang="ru">[5] Носкова, Т. Н. – 2023. – Т. 38, № 6. – С. 45–51.</mixed-citation></ref><ref id="ref6"><mixed-citation publication-type="other" xml:lang="ru">[6] Фомина, Т. Г. – 2024. – Т. 16, № 3. – С. 156–173.</mixed-citation></ref><ref id="ref7"><mixed-citation publication-type="other" xml:lang="ru">[7] Faza, A. Self-regulated learning in the digital age: a systematic review of strategies, technologies, benefits, and challenges / A. Faza, I. A. Lestari. – Text : electronic // International Review of Research in Open and Distributed Learning. – 2025. – Vol. 26, no. 2. – P. 23–58.</mixed-citation></ref><ref id="ref8"><mixed-citation publication-type="other" xml:lang="ru">[8] Lan, M. Unpacking the digital literacy – self-regulated learning nexus: a systematic review and a three-level meta-analysis / M. Lan, H. Liu, Q. Pan. – Text : electronic // Educational Research Review. – 2025. – Vol. 48. – Art. 100713.</mixed-citation></ref><ref id="ref9"><mixed-citation publication-type="other" xml:lang="ru">[9] Lee, S. Exploring the dynamics of self-regulated learning in online courses / S. Lee, Y. Lee, S. Y. Park, E. H. Ham. – Text : electronic // Education and Information Technologies. – 2025. – Vol. 30. – P. 16861–16891.</mixed-citation></ref><ref id="ref10"><mixed-citation publication-type="other" xml:lang="ru">[10] Xu, J.
