Актуальность данного исследования определяется трансформацией системы высшего образования в Российской Федерации в условиях становления новой политической реальности. Система нравственных ценностей, заданная экономическими и политическими изменениями российской действительности в 90-е годы 20 века, спустя три десятилетия переосмысляется. Как никогда ранее, особую значимость приобретает конституционная аксиология, которая, формируя нормы-принципы, одновременно создаёт духовно-нравственное пространство мировоззрения человека. Положения Конституции РФ, являясь нормами основополагающего характера, создают условия морально-правового содержания всех законов РФ, в том числе в сфере здравоохранения. В Федеральном законе «Об основах охраны здоровья граждан» сформулированы нормы, конкретизирующие фундаментальные конституционные принципы о высочайшей ценности жизни, уважении человеческого достоинства. Новейшие достижения в области биологии, генной инженерии успешно интегрируются в процесс оказания медицинской помощи, что способствует повышению качества жизни каждого человека. Одновременно передовые научные достижения способствуют дегуманизации охраны здоровья граждан. В сложившихся обстоятельствах возникла потребность в переосмыслении духовных смыслов образовательного процесса медицинского университета. Именно общеобязательность конституционно-правовых норм создаёт устойчивость морально-этическим ценностям биоэтического образования будущих врачей, которые, согласно российской традиции, всегда были носителями высоких духовных идеалов милосердия, справедливости, благородства.

The relevance of this study is determined by the transformation of the higher education system in the Russian Federation in the context of the formation of a new political reality. The system of moral values set by the economic and political changes in Russian reality in the 1990s is being reinterpreted three decades later. Constitutional axiology is acquiring particular significance as never before, since, while forming principle-norms, it simultaneously creates a spiritual and moral space for a person’s worldview. The provisions of the Constitution of the Russian Federation, being norms of a fundamental nature, create the conditions for the moral and legal content of all laws of the Russian Federation, including in the field of healthcare: in the Federal Law “On the Fundamentals of Health Protection of Citizens,” norms are formulated that concretize the fundamental constitutional principles concerning the highest value of life and respect for human dignity. The latest achievements in biology and genetic engineering are being successfully integrated into the process of providing medical care, which helps improve the quality of life of every person. At the same time, advanced scientific achievements contribute to the dehumanization of the protection of citizens’ health. Under the current circumstances, a need has arisen to rethink the spiritual meanings of the educational process at a medical university. It is precisely the universally binding nature of constitutional and legal norms that gives stability to the moral and ethical values of the bioethical education of future doctors, who, according to Russian tradition, have always been bearers of the high spiritual ideals of mercy, justice, and nobility.
