Исследование посвящено анализу государственно-управленческих и юридических механизмов надзора в сфере миграции на территории России. Анализируется нормативная основа регулирования, а также современные вызовы в сфере миграционной политики. Особое внимание уделяется цифровизации миграционного контроля на примере экспериментального мобильного приложения «Амина», внедрённого с 1 сентября 2025 г. в Москве и Московской области для дополнительного учёта иностранных граждан. Приводятся статистические данные МВД России и Совета Безопасности РФ за I квартал 2026 г., свидетельствующие о сокращении общего миграционного притока при одновременном росте доли легальных трудовых мигрантов. Обосновывается необходимость комплексного подхода к оптимизации миграционной политики, усиление ответственности работодателей, стимулирование легализации мигрантов.

The study is devoted to the analysis of state-administrative and legal mechanisms of supervision in the field of migration on the territory of Russia. The normative basis of regulation is analyzed, as well as modern challenges in the field of migration policy. Particular attention is paid to the digitalization of migration control using the example of the experimental mobile application "Amina", introduced on September 1, 2025 in Moscow and the Moscow region for additional accounting of foreign citizens. Statistical data of the Ministry of Internal Affairs of Russia and the Security Council of the Russian Federation for the first quarter of 2026 are presented, indicating a reduction in the overall migration inflow while simultaneously increasing the share of legal labor migrants. The necessity of a comprehensive approach to optimizing migration policy, strengthening employer responsibility, and stimulating the legalization of migrants is substantiated.
