Исследование имеет документальный обзорно-аналитический характер; респонденты и собственные эксперименты отсутствовали. Целевая выборка включила 25 научных, методических, нормативных и технических документов России, США, Англии и Уэльса и международных организаций. Применены формально-юридический и сравнительно-правовой методы, качественный анализ документов и правовое моделирование. Выделены четыре уровня проверки: оценка возможностей метода, подтверждение способности лаборатории применять его, независимая проверка конкретного вывода до выдачи заключения и последующая процессуальная оценка готового заключения. Установлено, что российские баллистические методики подробно регулируют экспертные операции, тогда как требования к эмпирической оценке метода остаются разобщенными, а единый официальный порядок независимой проверки категорических выводов до выдачи заключения и документирования ее результата не установлен. В качестве потенциальных направлений предложены доступность сведений о валидации метода, указание реквизитов примененной методики и существенных отступлений от нее, а также независимая проверка наиболее значимых категорических выводов. Эффективность этих мер требует предварительной апробации.</p></abstract><abstract xml:lang="en" abstract-type="summary"><p>The study aims to identify general mechanisms for validating feature-comparison methods and independently verifying categorical conclusions in forensic firearm identification that may be suitable for Russian legal and departmental regulation. The research was documentary and analytical and involved neither respondents nor original experiments. The purposive corpus comprised 25 scientific, methodological, legal, and technical documents from Russia, the United States, England and Wales, and international organizations. Formal legal and comparative legal methods, qualitative document analysis, and legal modeling were used. Four levels of review were distinguished: assessment of a method's capabilities, confirmation that a laboratory can apply the method, independent review of a case-specific conclusion before the report is issued, and subsequent procedural assessment of the completed report. Russian firearm examination methods regulate the examination process in detail. Requirements for empirical method assessment remain fragmented, and no uniform official procedure has been established for independently reviewing categorical conclusions before a report is issued and documenting the review result. Potential directions include access to method-validation information, identification of the applied methodological document and material deviations, and independent review of consequential categorical conclusions.
