В статье рассмотрены правовые механизмы функционирования научно-инновационного комплекса Республики Беларусь. Автор подчеркивает, что уровень развития науки напрямую определяет положение страны и конкурентоспособность на мировой арене, а также степень ее экономической независимости. Исследуется трансформация государственной политики в сфере науки и технологий на фоне смены V и VI технологических укладов. Значительное внимание уделяется совершенствованию законодательной базы, регламентирующей научную деятельность: рассматривается система законодательных и подзаконных актов, закрепляющих приоритеты государственной политики и механизмы финансирования. Проведен детальный анализ ключевых законов Республики Беларусь, выявлены их сильные стороны и потенциальные пробелы с точки зрения юридической техники и практической реализуемости (их эффективности).

The article discusses the legal mechanisms of functioning of the scientific and innovative complex of the Republic of Belarus. The author emphasizes that the level of development of science directly determines the country's position and competitiveness on the world stage, as well as the degree of its economic independence. The transformation of state policy in the field of science and technology is being investigated against the background of the change of V and VI technological structures. Considerable attention is paid to improving the legislative framework governing scientific activity: a system of legislative and by‑laws is being studied that enshrines the priorities of state policy and financing mechanisms. A detailed analysis of the key laws of the Republic of Belarus was carried out, their strengths and potential gaps were identified in terms of legal technique and practical feasibility (their effectiveness).
