Анализируются существующие подходы к государственному регулированию деятельности средств массовой информации, основанные преимущественно на применении административно-правовых мер, и обосновывается необходимость расширения системы правовых стимулов, направленных на повышение качества информационной деятельности без усиления государственного вмешательства в редакционную политику. Рассматриваются теоретические основы саморегулирования в медиасфере, их место в механизме обеспечения информационной безопасности, а также зарубежный опыт применения налоговых и иных экономических инструментов поддержки общественно значимой журналистики. Исследуются положения российского законодательства, регулирующие государственную поддержку средств массовой информации, выявляются пробелы в сфере налогового стимулирования внедрения внутренних механизмов контроля качества журналистской деятельности. По результатам исследования предлагается рассматривать налоговые льготы не только как меру экономической поддержки медиаорганизаций, но и как самостоятельный публично-правовой инструмент формирования ответственного информационного пространства. Выносятся предложения по совершенствованию налогового законодательства Российской Федерации, предусматривающие предоставление налоговых преференций редакциям, внедряющим внутренние механизмы саморегулирования, включая институт редакционного омбудсмена, внутренний фактчекинг, редакционные кодексы профессиональной этики и процедуры рассмотрения обращений граждан. Делается вывод о том, что использование стимулирующих механизмов позволяет обеспечить более устойчивый баланс между защитой национальной безопасности, свободой массовой информации и реализацией конституционного права граждан на получение достоверной информации.</p></abstract><abstract xml:lang="en" abstract-type="summary"><p>The article examines tax‑legal mechanisms for stimulating self-regulation of mass media as one of the elements of ensuring the information security of the state. The author analyzes the existing approaches to state regulation of media activities, based primarily on the application of administrative-legal measures, and substantiates the need to expand the system of legal incentives aimed at improving the quality of information activities without strengthening state intervention in editorial policy. The theoretical foundations of self-regulation in the media sphere, their place in the mechanism of ensuring information security, as well as foreign experience in the application of tax and other economic instruments to support publicly significant journalism are considered. The provisions of Russian legislation regulating state support for mass media are examined, and gaps in the sphere of tax incentives for the introduction of internal mechanisms for quality control of journalistic activities are identified. Based on the results of the study, it is proposed to consider tax benefits not only as a measure of economic support for media organizations, but also as an independent public law instrument for shaping a responsible information space. Proposals are made to improve the tax legislation of the Russian Federation, providing for the granting of tax preferences to editorial offices that introduce internal self-regulation mechanisms, including the institution of an editorial ombudsman, internal fact-checking, editorial codes of professional ethics, and procedures for considering citizens' appeals.
