Целью настоящей статьи является комплексный анализ запрета использования социальных сетей несовершеннолетними как меры противодействия вовлечению детей и подростков в террористическую и экстремистскую деятельность. Актуальность исследования обусловлена стремительной цифровой трансформацией общественных отношений и обострением угроз, связанных с распространением радикальных идей в виртуальном пространстве. Автором проанализирован зарубежный опыт ограничения доступа несовершеннолетних к социальным сетям. Автор обосновывает тезис о том, что сужение прав одного субъекта, как правило, влечет расширение прав другого, поэтому оптимальная модель правового регулирования предполагает соблюдение баланса между правовыми ограничениями и стимулами. На основании проведенного анализа сделан вывод, о том, что категоричный запрет не может быть самодостаточным средством правового воздействия. Эффективное правовое регулирование требует сочетания точечных ограничительных мер с комплексом правовых стимулов.

The purpose of this article is a comprehensive analysis of the prohibition of the use of social networks by minors as a measure to counter the involvement of children and adolescents in terrorist and extremist activities. The relevance of the study is due to the rapid digital transformation of social relations and the exacerbation of threats associated with the spread of radical ideas in the virtual space. The author analyzed the foreign experience of restricting minors' access to social networks. The author justifies the thesis that the narrowing of the rights of one subject, as a rule, entails the expansion of the rights of another, therefore, the optimal model of legal regulation presupposes a balance between legal restrictions and incentives. Based on the analysis, it was concluded that a categorical ban cannot be a self-sufficient means of legal influence. Effective legal regulation requires a combination of targeted restrictive measures with a set of legal incentives.
