Рассмотрены современное состояние цифровизации саморегулирования в строительстве и ключевые правовые проблемы ее внедрения. Обобщены изменения в регулировании строительной деятельности под влиянием цифровой трансформации, автоматизации, платформенных решений и технологий информационного моделирования. Выявлены противоречия между темпами технологического обновления отрасли и уровнем правовой проработки вопросов допуска на рынок, внутреннего нормотворчества саморегулируемых организаций, распределения ответственности, защиты данных и контроля исполнения обязательств. Показано, что цифровые инструменты способны повысить прозрачность, безопасность и управляемость строительных процессов, однако их эффективность зависит от согласованности законодательства, качества внутренних стандартов, развития единой информационной среды и подготовки специалистов к работе в цифровом контуре регулирования

The current state of digitalization of self-regulation in construction and the keylegal issues of itsimplementation are examined. Changes in the regulation of construction activities under the influence of digital transformation, automation, platform solutions, and building information modeling are summarized. Contradictions are identified between the pace of technological modernization in the industry and the level of legal development of market access, internal rule-making of self-regulatory organizations, allocation of liability, data protection, and control over the performance of obligations. It is shown that digital tools canincrease transparency, safety, and manageability of construction processes, buttheir effectiveness depends on coherent legislation, the quality of internal standards, the development of a unified information environment, and the training of specialists for work within a digital regulatory framework
