Статья посвящена актуальным проблемам реализации и защиты прав человека в условиях цифровой трансформации государственного управления Российского Федерации. Авторы исходят из того, что цифровизация, обладая значительным трансформационным потенциалом, внедряется в общественные отношения не системно и бездолжного правового сопровождения, что ставит под угрозу конституционные права и свободы личности. Особое внимание уделяется формированию цифрового профиля физического лица – института, легальное определение которого отсутствует в законодательстве, а его наполнение происходит бездостаточного информирования граждан и четкого целеполагания. В статье рассмотрены проблемные вопросы, связанные с обеспечением защиты цифровых прав человека в современном российском государстве, обоснована необходимость совершенствования правового регулирования цифровых правоотношений. Авторы приходят к выводу, что институт гарантий прав человека в цифровой среде находится на этапе становления и требует консолидированных усилий научного сообщества, законодательной и исполнительной власти для достижения баланса между технологическим развитием и защитой фундаментальных прав личности

The article is devoted to topical issues of the implementation and protection of human rights in the context of the digital transformation of public administration of the Russian Federation. The authors proceed from the fact that digitalization, having significant transformational potential, is being introduced into public relations notsystematically and without proper legal support, which jeopardizes the constitutional rights and freedoms of the individual. Special attention is paid to the formation of a digital profile of an individual – an institution, the legal definition of which is absent in the legislation, and itscontent occurs without sufficient information to citizens and clear goal-setting. The article examines problematic issues related to ensuring the protection of digital human rights in the modern Russian state, substantiates the need to improve the legal regulation of digital legal relations. The authors conclude that the institution of human rights guarantees in the digital environment is in itsinfancy and requires consolidated efforts by the scientific community, the legislative and executive authorities to achieve a balance between technological development and the protection of fundamental human rights
