Статья посвящена анализу регионального законодательства в сфере государственно-частного партнерства (ГЧП) в Российской Федерации. Исследуется эволюция нормативно-правовой базы на субфедеральном уровне, выявляются системные проблемы правового регулирования, включая дуализм федеральных законов, вариативность региональных подходов и отсутствие единых стандартов. Предлагаются направления совершенствования законодательной базы, включая унификацию понятийного аппарата, синхронизацию с бюджетным законодательством и внедрение отраслевых стандартов распределения рисков

The article is devoted to the analysis of regional legislation in the field of public-private partnership (PPP) in the Russian Federation. Itexamines the evolution of the regulatory framework at the sub-federal level, identifies systemic problems of legal regulation, including the dualism of federal laws, the variability of regional approaches and the lack of uniform standards. Areas for improvement of the legislative framework are proposed, including the unification of the conceptual framework, synchronization with budget legislation and the introduction of industry standards for the distribution of risks
