В статье анализируется становление института федеральных терри торий (ч. 1 ст. 67 Конституции РФ), введенного конституционной реформой 2020 г. Пока зано, что в настоящее время в федеральном законодательстве отсутствуют единые параметры правового статуса федеральных территорий, включая порядок их образования и основы организации публичной власти. Обосновывается необходимость принятия рамоч ного федерального закона, который обеспечит конституционную определенность, уста новит пределы и процедуры федерального вмешательства в территориальную организа циюсубъектов РФ, обеспечит согласование нового института с отдельными сферами публично-правового регулирования

The article examines the development of the institution of federal territories (Arti cle 67(1) of the Constitution of the Russian Federation) introduced by the 2020 constitutional reform. Itdemonstrates that, at present, federal legislation lacks uniform parameters defining the legal status of federal territories, including the procedure for their establishment and the foundations of public governance. The authors substantiate the need for a framework federal lawthat would ensure legal certainty, set the limits and procedures of federal intervention in the territorial organization of the constituent entities of the Russian Federation, and align the newinstitution with specific areas of public-lawregulation
