В ходе представленной работы анализируются институциональные из менения, обусловленные формированием единой системы публичной власти, а также влия ниецифровых технологий на трансформацию форм и механизмов участия населения в решении вопросов местного значения. Обосновывается двойственный характер цифровиза ции, которая, с одной стороны, расширяет возможности участия граждан и повышает прозрачность деятельности органов местного самоуправления, с другой – порождает рискицифрового неравенства и недостаточность нормативного регулирования. Предлага ются направления совершенствования законодательства, включая закрепление цифровых форм участия и внедрение модели Data-Driven Governance как инструмента повышения эффективности реализации конституционного права на участие в местном самоуправлении

The present study analyzes institutional changes associated with the formation of a unified system of public authority, aswell as the impact of digital technologies on the transformation of forms and mechanisms of public participation in addressing issues of local significance. The dual nature of digitalization is substantiated: on the onehand, itexpands opportunities for citizen partici pation and enhances the transparency of local self-government bodies; on the other hand, itgener ates risks of digital inequality and insufficient legal regulation. The paper proposes directions for improving legislation, including the formalization of digital forms of participation and the implementation of the Data-Driven Governance model as a tool for increasing the effectiveness of the constitutional right to participate in local self-government
