Проведенное исследование констатирует, что в условиях трансформа циисистемы публичной власти и цифровизации управления право на доступ к информации о деятельности органов местного самоуправления приобретает системообразующее значение, выступая ключевым инструментом обеспечения транспарентности, подотчетно сти и реального участия граждан в решении вопросов местного значения. Вместе с темдействующее правовое регулирование характеризуется некоторой фрагментарностью и отсутствием легально закрепленного, целостного понимания сущности данного права, что снижает уровень правовой определенности и препятствует формированию единоо бразной правоприменительной практики. Обосновывается необходимость нормативной систематизации и закрепления легального определения данного права в федеральном за конодательстве, что позволит повысить эффективность его реализации и защиты. Анализируется правоприменительная статистика, отражающая административную ответ ственность за нарушение рассматриваемого права и предлагаются корректировки объек тивной стороны правонарушения, а также пересмотр санкций в сторону их усиления

The study establishes that, in the context of the transformation of the system of public authority and the digitalization of governance, the right of access to information on the activi ties of local self-government bodies acquires a system-forming significance, acting as a keyinstru ment for ensuring transparency, accountability, and genuine public participation in addressing issues of local importance. At the same time, the current legal regulation is characterized by a certain degree of fragmentation and the absence of a legally enshrined, coherent understanding of the essence of this right, which reduces the level of legal certainty and impedes the formation of a uniform lawenforcement practice. The necessity of normative systematization and the establishment of a legal definition at the federal level is substantiated, which would enhance the effectiveness of the implementation and protection of this right. The article highlights current statistics on the enforce ment of legal provisions governing administrative liability for violations of the right of access to infor mation and proposes amendments to clarify the objective elements of the offense, alongside revising the sanction through itsincrease
