В статье анализируется историческая и доктринальная эволюция поня тиягосударственного оборонного заказа (ГОЗ) в российском праве — от советской плано во-административной системы к современным рыночно-договорным механизмам. Рассма триваются этапы становления законодательства, включая принятие ключевых законов, и даётся анализ легального определения ГОЗ. Автор выделяет триосновных доктриналь ныхподхода к его пониманию (документарный, процессный и «потребностный») и обосно вывает необходимость их синтеза для комплексного анализа. Особое внимание уделено соотношению ГОЗ с категориями «государственный заказ» и «государственная закупка», а также проблеме приоритета специальных норм над общими положениями Гражданского кодекса РФ

This article analyzes the historical and doctrinal evolution of the concept of state defense order (SDO) in Russian law – from the Soviet planned administrative system to modern market-contractual mechanisms. The article examines the stages of legislative development, includ ing the adoption of keylaws, and provides an analysis of the legal definition of SDO. The author identifies three main doctrinal approaches to understanding this concept (documentary, process, and “needs-based”) and substantiates the need to synthesize them for a comprehensive analysis. Particular attention is paid to the relationship between the state defense order and the categories of “government procurement” and “government procurement,” aswell as the issue of the priority of special norms over the general provisions of the Civil Code of the Russian Federation
