В статье обозначены проблемы интерпретации принципов правового регулирования в деятельности органов публичной власти в условиях цифровой трансформации. Обозначены риски, возникающие при использовании современных технологических решений в процессе администрирования, а также перспективные направления, связанные с внедрением технологий в публично-правовую сферу. Отдельное внимание уделено пробелам в отечественном законодательстве и должному обеспечению прав и свобод граждан при взаимодействии с искусственным интеллектом.

This article addresses the issue of interpreting the principles of legal regulation in the activities of public authorities in the context of digital transformation. It outlines the risks arising from the use of modern technological solutions in administrative processes, as well as promising areas related to the implementation of technology in the public legal sphere. Special attention is given to gaps in domestic legislation and the proper protection of citizens’ rights and freedoms when interacting with artificial intelligence.
