В статье анализируются правовые основы внедрения ИИ в государствен ноеуправление РФ и выявляются возникающие проблемы административной ответствен ности. Исследование основано на анализе нормативных актов, доктринальных положений и судебно-административной практики с использованием элементов сравнительно-право вого подхода. В результате установлены ключевые риски алгоритмического управления, включая непрозрачность принятия решений, смещение бремени доказывания и неопреде лённость субъектов ответственности за вред, причинённый ИИ-системами. Обосновыва ется необходимость совершенствования административно-правового регулирования, развития специальных норм КоАП РФ, процедурных гарантий автоматизированных решений и доктрины распределённой ответственности участников жизненного цикла ИИ

The article analyzes the legal basis for the introduction of AIinto the public admin istration of the Russian Federation and identifies emerging problems of administrative responsibility. The study is based on an analysis of regulations, doctrinal provisions and judicial and administrative practice using elements of a comparative legal approach. As a result, keyrisks of algorithmic control have been established, including the opacity of decision-making, the shift in the burden of proof and the uncertainty of subjects of responsibility for the harm caused by AIsystems. The need to improve administrative and legal regulation, the development of special norms of the Code of Administrative Offenses of the Russian Federation, procedural guarantees of automated solutions and the doctrine of distributed responsibility of participants in the AIlife cycle is justified
