В статье рассматриваются проблемы систематизации формирующегося в Ханты-Мансийском автономном округе – Югре административного и административно-процессуального законодательства в сравнении с иными субъектами Российской Федерации в условиях обретения субъектности и становления региональной самостоятельности. Выделены главные стимулы, послужившие основой в развитии регионального административного законодательства, среди которых конституционные положения о предмете совместного ведения и осуществление административной реформы в Российской Федерации, которые явились важными ориентирами на пути правотворческой деятельности ХМАО-Югры в новых условиях обретения еёсубъектности. В статье, в рамках законодательной инициативы применения института совместного ведения ст. 72 Конституции РФ, предлагается принять закон «Об административных процедурах» в ХМАО-Югре, а также, с учётом опыта отдельных высших учебных заведений, рассмотреть вопрос о преподавании при подготовке специалистов по юриспруденции, кроме общего (федерального) административного права, административное право ХМАО - Югры

This article examines the challenges of systematizing the administrative and administrative procedural legislation currently taking shape in the Khanty-Mansi Autonomous Okrug– Yugra in comparison with other constituent entities of the Russian Federation, in the context of the region’s emergence as a constituent entity and the establishment of regional autonomy. The main drivers underlying the development of regional administrative legislation are identified, including constitutional provisions on matters of shared jurisdiction and the implementation of administrative reform in the Russian Federation, which served asimportant guiding principles for the legislative activities of the Khanty-Mansi Autonomous Okrug–Yugra under the newconditions of itsattainment of subject status. Within the framework of the legislative initiative to apply the institution of joint jurisdiction under Article 72 of the Constitution of the Russian Federation, the article proposes adopting a law “On Administrative Procedures” in the Khanty-Mansi Autonomous Okrug–Yugra, aswell as, taking into account the experience of certain higher education institutions, to consider the issue of teaching, in addition to general (federal) administrative law, the administrative law of the Khanty-Mansi Autonomous Okrug–Yugra in the training of legal professionals
