Статья посвящена историко-теоретическому анализу эволюции концепции социального государства. Автор прослеживает зарождение философских основ социального государства, уделяя особое внимание трудам античных философов, рассуждавших об общем благе, справедливости и необходимости ограничения имущественного неравенства, а также трудам философов эпохи Просвещения, в которых были обоснованы идеи естественных прав человека и развито представление об обязанности государства действовать в интересах общества, защищая основные свободы личности, впоследствии ставшие основой для практической реализации исследуемой концепции. В исследовании обосновывается вывод о том, что концепция социального государства не является исключительно продуктом индустриальной эпохи, а представляет собой результат длительной эволюции, в ходе которой философские представления о социальной справедливости трансформировались в идею о необходимости реализации государством комплекса социальных функций.

This article is devoted to the historical and theoretical analysis of the evolution of the concept of the social state. The author traces the genesis of the philosophical foundations of the social state, paying particular attention to the works of ancient philosophers who reflected on the common good, justice, and the need to curb economic inequality, as well as to the writings of Enlightenment thinkers. The latter substantiated the ideas of natural human rights and developed the concept of the state's duty to act in the interests of society by safeguarding fundamental individual freedoms, which subsequently laid the groundwork for the practical implementation of the concept under study. The study substantiates the conclusion that the concept of the social state is not exclusively a product of the industrial era, but rather the result of a prolonged evolution, during which philosophical notions of social justice were transformed into the idea of the state's imperative to implement a comprehensive set of social functions.
